My advice...be honest let them know that you are having a smaller wedding and as much as you would love to invite everyone to celebrate your special day you are keeping it to immediate family and friends.
and as mentioned in previous posts. If they are mad at you then really they are not your friends. And really people need not to take it personally.
My mom told me that my childhood friend asked where her invitation was. Just as awkward. :T
